Despite being a modern, well-equipped complex with commercial and cultural facilities, the ₹47.83-crore building is lying idle. The premises are gathering dust, garbage has accumulated, and stray dogs are frequently seen roaming the area. Locals have also expressed concern over alleged illegal activities taking place around the complex after dark.

The Kala Mandir was inaugurated by Chief Minister Siddaramaiah on April 20, 2025, with expectations of promoting cultural activities, generating employment, and creating revenue for city development. However, delays in making the facility operational have led to growing dissatisfaction among residents.

The complex houses shops and an indoor commercial area on the ground floor, a food court and additional shops on the first floor, and two auditoriums on the second floor, along with modern amenities such as escalators.
