Buda Nears Finalising Belagavi Master Plan Contractor

GIS-based plan for city and 55 villages to shape development for next 20 years

Belagavi Urban Development Authority (Buda) is expected to finalise a contractor soon for preparing the long-pending master plan for Belagavi city and its surrounding 55 villages, following fresh momentum in the re-tender process.

The authority received two bids under the latest tender floated to prepare the master plan on a GIS basis at an estimated cost of ₹1.9 crore. The project is expected to be completed within 15 months.

Earlier Contract Cancelled

The previous contract was scrapped after the selected firm failed to deposit the mandatory security amount within the stipulated timeframe. Despite issuing a notice, Buda did not receive any response, forcing the authority to restart the tender process.

Officials said the two new proposals will undergo technical evaluation first. Only bidders meeting eligibility criteria will qualify for the next stage, after which the financial bids will be opened to identify the lowest eligible bidder.

Multiple Setbacks Since 2021

Belagavi’s master plan expired in March 2021. In 2020, under the AMRUT scheme, the work was awarded to EGIS, but the contract was later terminated due to a dispute over bill payments. The responsibility was subsequently transferred to Buda.

Two tender attempts failed earlier. Although a contractor was selected in the third round, the agreement was cancelled after the firm failed to pay the security deposit.

Blueprint for 20 Years of Growth

The proposed master plan will serve as a development blueprint for the next two decades. It will cover residential, commercial and industrial zoning, road networks, transport infrastructure, environmental safeguards, public amenities, industrial corridors, village boundaries and land-use classifications.

In the absence of a valid master plan, decisions related to urban expansion and zoning have remained uncertain. Stakeholders are now watching closely to see whether the process concludes smoothly and the long-awaited plan is completed within the stipulated timeframe.
