Gandhiji released from the jail on February 1924, and he saw that spirit of fighting for freedom was weekend. Gangadhar Rao Deshpande and Shrinivas Rao proposed a session at Belgaum. At this time freedom struggle was arranging throughout the Indian subcontinent and there was a environment of fighting back against the wrong.
At this time Belgaum province, There was no match between the Belgaum other bigger cities and with better infrastructure. In year 1921 , Karnataka was made a separate province status. In 1916 the Bombay provincial conference was held in Belgaum and this was the conference where Lokmanya Bal Gangadhar Tilak launched the Home rule league. This session brought a lot of of goodwill for the people of Karnataka and made them fight against the English instead of fighting for caste and religion.
