In his letter, Gadkari said that the Centre can consider approval of the new proposal worth ₹29.39 crore only after proper review of the earlier project. He pointed out that NWKRTC had earlier submitted a proposal of ₹63.55 crore under the central scheme for strengthening Intelligent Transport Systems (ITS) in public transport.
Out of this amount, around ₹33 crore was used, and later the project was closed (foreclosed) citing the COVID-19 situation. Now, before approving the new proposal, the Centre has asked for a complete audit report of the previous project by a third party.

The minister also mentioned that only a financial audit certificate has been submitted so far, which is not enough. All related reports of the earlier project must be provided for further consideration.
MP Jagadish Shettar had earlier requested the Union Minister to approve the new proposal, which aims to install VTMS in around 5,200 NWKRTC buses to improve monitoring and efficiency of public transport.
The Centre has made it clear that approval will depend on the submission and verification of the full audit details of the previous project.
