Belagavi to Revamp Waste Management Under CITIIS 2.0

Belagavi, the only city from Karnataka selected under the Central government’s CITIIS 2.0 (Smart City 2.0) initiative, is set to undergo a comprehensive transformation of its solid waste management (SWM) system. The ambitious project has been proposed at an estimated cost of ₹135 crore, with the Belagavi City Corporation contributing 20% of the total amount. The project, scheduled for completion by 2028, aims to improve cleanliness, environmental sustainability, and the adoption of modern waste management technologies. The proposal is based on a detailed assessment conducted by Tata Consultancy Services (TCS), which highlighted several shortcomings in the existing sanitation system, including inefficiencies in waste collection, inadequate transport stations, poor road cleanliness, and lack of worker safety measures.

According to the report, Belagavi’s waste generation is expected to reach around 371 tonnes per day in the coming years, based on the current population of 6.6 lakh. While nearly 90% of waste is currently segregated, issues such as ineffective RFID-based Ghantagadi collection, open storage of waste, and the absence of a dedicated construction and demolition waste system persist.

Under the new plan, waste will be segregated into dry, wet, and sanitary categories, with separate vehicles for dry waste collection on alternate days. Four new transport stations will be built, along with facilities to store dry waste for up to eight days. Recyclable waste will be supplied to cement factories, and a dedicated mechanism for construction waste management will be introduced.

Additional measures include the implementation of the Green Protocol app, establishment of Reduce, Reuse, Recycle (RRR) centres, a plastic ban modelled on Tirupati, and a mix of incentives and penalties to improve public participation. The project also includes training for sanitation workers, procurement of new vehicles and machines, CCTV surveillance, geo-tagging of waste transport vehicles, and separate systems for horticultural waste.

Kavita Warangal, Managing Director of Belagavi Smart City Limited (BSCL), said the project would move forward smoothly following the city corporation’s approval of its financial contribution, adding that the initiative would significantly transform Belagavi’s waste management landscape.
