Karnataka’s New 15-Point Plan to Control Stray Dogs

The Karnataka government has rolled out a 15-point action plan to curb the rising stray dog population across the state. In a circular issued on November 19, Chief Secretary Dr. Shalini Rajneesh instructed all urban local bodies to strictly follow the new guidelines, which mandate scientific sterilization and vaccination.

Under the revised rules, municipalities must implement the Catch-Neuter-Vaccinate-Release (CNVR) protocol through certified veterinary institutions. The government noted that inadequate sterilization efforts have contributed to the uncontrolled increase in stray dogs, and directed civic bodies to strengthen facilities and maintain accurate records.

The circular also mandates quarterly health checks to monitor zoonotic diseases, including rabies. Veterinary colleges, research institutions, and municipal health departments will assist in implementation.

The government further emphasized public awareness campaigns to discourage feeding stray dogs in public and residential areas. Officials have been warned of strict action for any delay or negligence in meeting sterilization targets. Municipalities have also been advised to hold regular coordination meetings with NGOs and animal welfare groups.

The action plan aims to bring structured control and enhance public safety amid rising stray dog-related incidents across Karnataka.
