Led by district president Suresh Itagi, the protesters raised slogans against the BCC commissioner, accusing officials of halting the process on technical grounds for the past 1.5 years. They said repeated written and oral representations by industrialists, workers, and property owners have failed to yield any response.
According to the protesters, the delay has severely affected industrial operations. Many small and medium-scale entrepreneurs are unable to avail bank loans, while property sale, purchase, and transfer processes have come to a standstill, causing financial losses.

They further alleged discriminatory practices, claiming that e-property certificates are being issued to select individuals while ordinary industrialists face unnecessary hurdles. The protesters termed the situation a violation of constitutional rights under Article 14 (Right to Equality) and Article 19(1)(g) (Right to Trade and Employment).
The delegation submitted a memorandum to the BCC commissioner and warned that if action is not taken within eight days, they will file a complaint under the Sakala Act through the central grievance portal (CPGRAMS).
The BCC commissioner, who received the memorandum, assured that the matter would be placed before the council and appropriate action would be taken within 15 days after approval.
