The recommendation was made by the Deputy Conservator of Forests (DCF), Belagavi division, who stated that the proposed road and power infrastructure would have minimal impact on the forest ecosystem and wildlife. The land falls under the Kanakumbi Range, an area known for its rich biodiversity.
The proposal has drawn criticism from environmentalists and local residents, who argue that forest-dependent villages in Khanapur have long struggled to obtain permissions for basic infrastructure such as roads, electricity, healthcare facilities, and communication networks due to environmental restrictions.
The project has come under further scrutiny after a nodal agency of the forest department sought additional clarifications regarding the recommendation. Officials have reportedly returned the proposal to the user agency with observations and queries for further review.

Critics contend that if conservation concerns are cited to deny essential services to remote villages, the same standards should apply to commercial developments within forest areas. The controversy has reignited demands for equitable access to infrastructure and basic amenities for residents of forest villages across Khanapur taluk.
The matter remains under examination, with further action expected after the required clarifications are submitted.
