The issue surfaced during the meeting chaired by Mayor Mangesh Pawar, where members raised concerns over illegal additional ground rent being charged by contractors. Seth said that several vendors, many of them disabled, earn only ₹100–₹200 a day by selling fruits, vegetables and other goods, yet were being unfairly targeted.

The situation escalated when a disabled vendor arrived at the corporation office to file a complaint. MLA Seth, MLC Sabanna Talawar, and other council members met the vendor to hear his grievances before the meeting resumed.
Seth urged officials to relax rent rules for disabled vendors and ensure contractors act with humanity. Mayor Pawar assured that steps would be taken after discussing the matter with those responsible for rent collection.
Deputy Commissioner (Revenue) Reshma Talikoti informed the council that instructions had already been issued to contractors not to collect rent from disabled sellers, and proposals for two new vending zones were awaiting approval. Commissioner Karthik M. said the administration would work with all members to improve city governance.
