In his letter, Mr. Shettar stated that prior permission from the Agricultural Produce Market Committee (APMC) and the Horticulture Department is mandatory before starting a wholesale flower market. He pointed out that a flower market is already functioning in Ashok Nagar, and approving a second wholesale market in the Cantonment area is not legally valid.
He further noted that the APMC Secretary has written to the Cantonment Board Chief Executive Officer seeking suspension of the flower trade. However, according to the MP, no action has been taken so far.

Mr. Shettar also expressed disappointment that, despite being a special invitee to the Cantonment Board’s monthly meetings, he was not invited when such an important decision was discussed or approved. He stated that the Cantonment area falls under the Belagavi Lok Sabha constituency, and such matters should have been brought to his notice.
The MP has urged the Defence Minister and the Defence Estate Officer to immediately direct officials to halt the allegedly unauthorized wholesale flower market operations. He has also written to the Cantonment Board CEO seeking a meeting at the earliest to discuss the matter in detail.
