Announcing the initiative, Public Works and Belagavi district in-charge minister Satish Jarkiholi said the scheme will initially be implemented as a pilot project covering 1,000 acres, with a funding of around ₹20 crore under the SCP/TSP scheme.

Under the project, fully serviced layouts with complete infrastructure will be developed and residential sites allotted to eligible beneficiaries. Land has already been identified in Belagavi, Ballari, and Mysuru districts, including 16 acres in Belagavi, 15.7 acres in Kurugodu (Ballari), and smaller parcels in Mysuru.

The minister said that while sites have been allotted to SC/ST communities for years, infrastructure has often been lacking. This scheme aims to address that gap by adopting a private layout model with better amenities.

He clarified that beneficiary selection and site allocation will be handled by gram panchayats and local bodies as per existing rules, while the Public Works Department (PWD) will be responsible only for developing the layouts and handing them over to the respective authorities.
