Around 21 acres of land in Kulavalli village of Bailhongal taluk were acquired in 1989–90 for government projects, but affected farmers were never compensated. The court had ordered payment of ₹4 lakh per acre, but even after six years the order remained unimplemented.

Citing continued non-compliance, the court ordered seizure of the CEO’s official vehicle and warned that office assets could also be attached. Affected farmer Mahendra Raosaheb Desai said compensation for at least 5 acres is still pending, prompting the court’s strict action.
