The Rs 54.2 crore project received administrative approval on November 20, 2025, but remains stalled even after five months as the Belagavi City Corporation (BCC) struggles to finalise a suitable site. The project was initially planned within the 66-acre Turmuri waste management facility, where 10 acres were to be leased to GAIL for 25 years. However, protests from local residents forced authorities to drop the plan.
Subsequently, two alternative locations in the northern and southern parts of the city were identified, but both faced similar resistance from citizens. The BCC has now proposed a new site and forwarded it to the urban development department for approval.

Once operational, the project is expected to process around 150 tonnes of wet waste generated daily in the city, offering a sustainable solution to solid waste management. It will convert waste into biogas and produce by-products such as organic and liquid fertilisers.
Importantly, the project will not impose any financial burden on the civic body, as GAIL will bear the full capital cost of Rs 54.2 crore along with an annual operational cost of around Rs 7.7 crore. Revenue generated during the 25-year lease period will go to GAIL, after which the facility will be handed over to the BCC.
Officials said efforts are underway to address public concerns and persuade residents with the help of local representatives to move the project forward.
