E-Khata, Kaveri 2 Changes Hit Property Deals

Belagavi: Belagavi MP Jagadish Shettar has urged Revenue Minister Krishna Byre Gowda to immediately resolve issues arising from recent changes in the e-Khata and Kaveri 2 systems, stating that property transactions across the region have been severely affected.

In a representation to the government, Shettar said the real estate and construction sector has suffered major setbacks, leading to an estimated revenue loss of nearly ₹5,000 crore during the 2025-26 financial year.

He pointed out that registration of perpetual lease properties in areas such as Tilakwadi, Nehrunagar, Fort Road and Station Road has become difficult under the new integrated system. The updated process now requires the presence and consent of original property owners, many of whom are deceased or untraceable.

The MP also highlighted complications faced by partnership firms, LLPs and private companies, as the system mandates the physical presence of all partners or directors during property registration. Additionally, new GPA rules requiring life certificates and OTP verification have added further delays.

Shettar called on the state government to introduce immediate reforms, simplify procedures and restore smooth property transactions to avoid further financial losses and public inconvenience.
