Gandhiji released from the jail on February 1924, and he saw that spirit of fighting for freedom was weekend. Gangadhar Rao Deshpande and Shrinivas Rao proposed a session at Belgaum. In 1916 the Bombay provincial conference was held in Belgaum and this was the conference where Lokmanya Bal Gangadhar Tilak launched the Home rule league.
